How to move out a specific villager?

I've read tons of guides, and nobody can seem to agree on the best way to make a particular villager move.
I'm doing the standard one-day-at-a-time cycling. Plenty of people ping me, but never Freckles. The rest of my villagers are dreamies that I do not want to move.

How the heck do I get Freckles to move? Ignoring her doesn't seem to be working. I've heard some people say that maxing out friendship could do it, but I'm not sure. I'm so frustrated, I'm tempted to hit her with mallets, even though I know that would just make things worse. >_<

Also, I don't think I talked to her when she moved in. Stupid, I know, but I got her from someone's void after they came to my town and I wasn't expecting her at all. Ughhhh.

if she's your latest move in, ie your 10th villager....
it's super rare that they move b4 anyone else
usually someone else needs to move before she can ping

if she's not your 10th villager, keep trying, good luck

She was my 10th villager, but another villager did move out after she moved in!

I tt'ed to 2031 to get skye out for someone but they actually taught me a faster method then the one I use:

After asking a villager to stay tt 5 days
Save and quit then tt 5 days back
Talk to your villagers until they say they don't want to talk and no one mentions someones moving
Tt a day ahead and someone is going to ping to move

this is only speaking from my experience but the way i got cesar to leave was ignoring + bugnet hitting. i just kept wacking till he got mad everyday, before long he pinged. ive read a couple of different methods but this is what worked for me. the only time i talked to him was for a delivery.
