How to keep your town from being raided by villagers?

I am tired of villagers moving into my town just to ruin my paths and rid my town of hybrid flowers. How do I keep them from coming to my town? Is the only way to maintain friendships with my villagers? I have 1 villager I wish to never leave, so how do I keep her from leaving too?
 
The only way is to have 10 villagers at all times, I think. (Correct me if I am wrong?)

To keep them from moving, you have to make sure to catch them when they tell you they want to move. Having friendship does not affect this because they will want to move anyway since it is random.
 
I dunno if this is helpful, but I believe there's always a number of days in which you have to have logged in for someone to move out since the last villager moved/got denied a move. Insofar, denying Kabuki's leave, then taking a few months hiatus immediately after worked out for me. All villagers intact.

Having less than 10 villagers will guarantee a move-in. Make sure you have 10 villagers in your town and talk to each one every day to see if anyone is wanting to move. If you have less than 10 villagers I recommend looking up the plot resetting trick to control where someone will move in.
 
Having 9 or 10 villagers in your town will mean that you won't get any "random" move ins, but if you have 9 you can still pick up villagers from other people's voids. In that regard if you are waiting on a particular villager to visit your campsite and you are leaving space in you village for them I think turning Streetpass off should stop you from picking up other people's voided villagers. Otherwise just having 10 villagers at all times is probably the easiest way.
 
Have your 10 dreamies and then watch for move out pings. Til then yeah they're gonna keep moving in and landing wherever unless you plot reset.
 
If it isn't possible to keep your town at 10 villagers all the time, then just avoid wifi and turn off street pass when you're at 9 and don't let it get to 8 villagers otherwise the game will just give you a random move in. It's best to either get a villager from the camp or from another town each time you have a space. That was you can plot reset them into your town without ruining anything. A villager from the camp moves in 2 days after you've asked them, from another town they move in the next day
To keep your favourite villager(s) just be sure to check them for pings, sometimes you'll hear rumours about a villager moving by talking to other villagers. It's pretty easy to stop them as long as you get to them before they have packed up to move.
 
Plot resetting will keep villagers from wrecking your paths, and paying attention to the rumors the villagers say every day will keep villagers from moving out. That's the overly simple answer. Just google "plot resetting acnl" and "acnl rumors guide" for the ins and outs of it, as there are a plethora of guides out there.
 
Having 10 villagers. If I ever have an open slot and am waiting to fill it with a dreamie, I'll just make sure to stay on that day to ensure nobody will ruin my precious flowers/paths.
