How to keep villagers while going on hiatus?

I would say the only way is to remember the date you last played, then when you are ready to play again you would need to change the game date to play through from that date... but I might be wrong.

Once you return, go to system settings and set the date to when your hiatus began.
If you load the game on any date other than the exact one, a villager could have possibly moved if they had already planned on it before you left.
once you safely arrive in your town, talk to every villager. this can be annoying, since the game usually has 3-5 outside at a time. make sure you're on speaking terms with them all. after that, wait for a ping to listen for a rumor of someone leaving. stop them, TT to the present. :]

If a villager asks to move out and you decline, it's safe to time travel forward as far as you wish without any villagers moving (before the day is over of course). I would image it working with hiatus too, but I'm not sure though.

As said above - you can either wait for a villager to move and refuse, then not play for a while and nobody will move.
The simpler option would be to go on and check all your villagers to make sure they're not moving. Double check if necessary. Then write down the date and keep it somewhere safe (unless you can remember, I wouldn't be able to). Then once you go back to playing again, because even loading up the game you change your date in system settings and work your way from there.
