Under the person's username in a post you'll see their bells are in a brownish font color. If you click their bells it will allow you to transfer your desired amount and add a small comment.
There's a bar that contains links in this order : Forum Home > New Posts > Private Messages > FAQ > Calendar > Community > Forum Actions > Quick Links > Currency
Click currency and a tab with your total amount of bells should pop up, then click on that tab too. To change the delivery address, there's a clickable next to "To Account" which says "Change". Click that and input the name of the user you want to send it to, then enter the total amount of bells you want to send.
