How to get villagers to change shirts?

A lot of villagers in my town are wearing the ugliest of shirts, and I would like to change that. Can someone teach me how?
 
There's nothing guaranteed, as far as I know, but mailing them shirts, trading/selling shirts when they ask, and giving them shirts for their birthday can all result in them changing their shirt. They also sometimes change when they get one in a package from another villager.

This. I've had the most luck mailing or gifting villagers shirts that are of a style and color they prefer. They seem more likely to change into it if it's off their recommended list.
 
For the mailing part, I've found that mailing them the shirt 5 times almost always works. So far it hasn't worked for Ali but I think it's because my character and her don't have a high enough friendship level.

Downside they put 2 or 3 of the shirts in their house, but one problem at a time.
 
To successfully give a villager an item of clothing in order for them to wear it mailing is the best option.
Also something I just found out is if they're wearing something you don't like, just talk to Isabelle and select 'problematic citizens'. There's an option to stop the offending villager from wearing that shirt, though I'm not sure if you get to pick the replacement, and how that will affect your friendship. lol
 
Telling Isabelle that a citizen has on bad clothing doesn't really work. Colton moved in Moriyo from one of my other towns, wearing that orange shirt that Anybody made. So I reported him cause I didn't want him spreading around the shirt. Instead of going in his default out for like I thought he would, he was in a blue gym tee. So I reported him again and nothing happened, he's still in the blue gym tee.

The purpose of reporting animals for bad language, clothes or a letter was so if you got that animal from somethin random, like a Steetpass, and that persons town wasn't excactly 'clean' you can stop them from sayin, wearing or showing somethin dirty.

I thought the blue gym shirt was what Isabelle replaces the "offending" shirt with? So you can't really report to Isabelle to stop someone from wearing the blue gym shirt, because they'll just wind up in the same shirt again.
 
Oh, for some reason I thought they go back in their default clothing. Not sure where I got that idea from thou.
