How to get into Redd's boat?

I've brought the painting of him, donated it to blathers but it won't let me in his boat. Says I need permission but I go back to redd and he gives me the normal repetitive dialogue

Donate the art you get from his first visit.
Wait for the museum to upgrade.
Then when Redd visits again (a new day) he will be walking around your island.
Talk to him and THEN you can go enter the boat.
