How to get "anchored" villagers out?

I'm having major issues right now with my town. I had nine villagers, all dreamies, and was just one villager away from having all of my favorites. But then, I visited someone's town and Genji decided to come out of the void and drop his house in the middle of my paths, demolishing about 25 bushes in the process -_- I've been cycling for two weeks real time and gone through about six months IG time and he won't leave. He's anchored. I've managed to keep all of my dream villagers without a TT mistake but the longer this goes on the more I worry...

My question is this: is there a way that I can get this guy out of my town faster than just cycling until he decides to leave?
 
From what I hear, it's extremely hard to get a tenth villager to move out before anyone else. You may be better off letting one of your dreamies leave and getting them back after going through the 16 villager cycle. Maybe try finding a cycler that's willing to hold on to your dreamie while you go through the cycle?

I don't think there's a faster way to do it D: I also heard that getting 10th villager out is very hard to do.. It's not that it's impossible to do, but very rare.. It might be faster to do what Seth Lios suggested above.

I don't believe that it's impossible to get the 10th villager to move without getting someone else to move out first :/

You can try and do this;
- TT to a day where a villager pings you that they want to leave
- Tell them no (unless it was Genji lol)
- TT 6 days ahead in one go
- Save and quit, then TT back 6 days in one go again
- Walk around town, and see who wants to move
} If it's the wrong villager, deny their request to move then rinse and repeat the process
} If it's the right villager, tell them hell yeah and celebr8

It's probably going to take a little longer, but it's literally up to chance.
