How to get a flower loop?

And I was wondering how do you get a flower loop I don't know what to call it.. like the one on the picture?
Is it like a seed you can buy at the island?, or what? . I'm pretty much a huge noob when it comes to New Leaf haha!

And I think this is the right category?

It's a PWP that a villager will request. It will show up eventually.

It's called a Flower Arch which is a Public Works Project, and villagers with the normal personality will suggest it at some point.
