How those the villager thing work?

How do you get villagers? Do they pop up every couple of days like they used to or do you have to buy Amiibo Cards to get them?

After you're finished with the tutorial villagers, villagers will just be in your town wandering around waiting for you to decorate for them. You don't have to buy the amiibo cards at all for the villagers, unless you want to decorate their house right away!
