How many villagers?

I just want to check up on this.

I know you can have 10 villagers, but is it

10 full time villages+ someone in the campsite
OR
9 full time villagers + someone in the campsite.

You'll need to visit another town who has one moving out, or go to the campsite hm :/

Annoying thing is I've had several at the campsite, but the only one I wanted to move in - wouldn't!

It's 10 I've been stuck at 10 since like the 3rd week of getting the game. Whenever someone wants to move out, they always decide to stay the day after. ._.

The confirmed answer is 10 villagers + someone in the campsite.

However, if you are at 10 villagers you cannot try to get the animal in the campsite to move in.

If you have 9 or less villagers and someone is in the campsite you can try to get the camper to move in.

I searched something random about ACNL on Google and it said something like this. But, yeah the maximum should be 10 villagers + 1 camper.
