I own both and I like both.
I really like some of the new features that New Horizons brings to the table.
I spent 700+ hours playing New Leaf so I accomplished a lot in my town. It's still a good game, but I've done most of the work involved for my town already. New Horizons is new and therefore I have more goals to achieve. I am enjoying spending time building and planning on my island. I like the creative freedom given in this new title.
