How does one have 16 villagers?

I got a new 6 pack of amiibo cards but am prompted to have a villager move out to each time I scan one in and invite them to move in.

Any advice is appreciated!

the max number of in town villagers you can have is 10.

yes you cannot have 16 villagers. you may have gotten mixed up with the 16 villager cycle rule with the cards? :<

You dont need to do the 16 villager cycle if you have amiibo cards
