How do you trade villagers?

I don't get how people sell/buy/trade villagers? Some one please tell me how do you do it

When a villager is packed up and ready to leave, you invite the person who wants to "buy" villager to your town. They drop some cash, and you allow them to convince the packed up villager to move to their town.

if i haved anybody packed who someone wants and he/she has also somebady packed that i want?
how to trade with both villagers?
