I have been playing my game by allowing villagers to come and go from my island. Because I am just rotating around, I thought it would be nice to know how to send a villager to someone who may actually be looking for that villager to keep?

When the villager is in boxes, you can invite someone over to talk to them. The villager will tell them that they don't have a place to move to and the player can then invite them to their town. Keeping in mind, only one person can invite a moving villager so the first person who says "Come to my town!" will get the villager.
I'm not 100% sure, but I think you can invite them back to your island from a friend but they will not remember you. I don't know if they will ever show up for you on mystery islands again tho
A villager that you've had before can always be found on a Mystery Tour. They can also be invited as an Amiibo camper or adopted from someone else's island. RNG campers will generally only select villagers who haven't lived on the island before/haven't seen them in your campsite (the exception is if you've literally seen all villagers in your campsite/had them live in your town, at which point it's pure RNG again). I'm not sure if the pure RNG move-ins work like the campsite or not. I think people are assuming that it's the same (i.e. you can't have repeats), but someone else can chime in if anything has been proved one way or another.
