Just whether or not I find their design appealing. :) Don't just pick villagers based on popularity... There are some villagers that are popular that I don't like that much at all.
 
I try to avoid snooty and cranky villagers as much as possible but other than that I just go with the ones I think look cool and would fit with my town theme. :)
 
Character design and personality, mostly. Whenever I run into someone I like in a dream town I take note of their name, but I haven't really solidified my top ten yet.
 
I wanted either an even mix of girls and boys or 4 boys and 6 girls, and I wanted every personality represented in order to keep dialogue from getting even more repetitive than it already is. So I went down the lists of villagers for each personality type and made note of which ones appealed to me visually, since that's pretty much all that's left to consider after personality and gender. I don't have a set theme for my town so I didn't need to pick 10 of the same species (though I do have a weakness for the squirrels, and ended up with four of them), it was just gut feelings and personal preferences that led me to form my list of dreamies.

The popularity tier thing doesn't even factor in. I didn't know it even existed until I registered here, at which point I thought I'd never get my darling Rosie because of how highly sought after she is - but I did manage to get her, though I accidentally TT'd her away like a doofus not two weeks after she showed up. But yeah, apart from Rosie I don't think any of my dreamies are top tier at all.

Marshal I ended up getting purely by luck as someone who had him shot me a PM asking me if I wanted him, and I happened to have space for a smug villager at the time - and who can say no to that little white marshmallow? He's such an adorable lil thing ;_; So I ended up understanding the "hype" surrounding Marshal only after I already had him in my possession. He's a cutie pie.
 
Beardo: I originally liked him as a joke, when I was first getting into the game, and was looking at a list a villagers. But he really grew on me. He's smug, my favorite personality type, I love how he looks, I love his clothes, I love the inside of his house, and I really felt like he needed some more love. Beardo will always be #1 in my books.
Pietro: When he moved into my first town, I though he was creepy and weird. After talking to him every day for a few weeks, though, I really started to appreciate him. He's adorable, he's sweet, and he's a smug villager. He even gave me his picture in my old town, right before he moved! I took it with me to my new town, thinking he wouldn't be there. You can't understand how happy I was to see that he was the first villager to move into Jinkx, my new town.
Chrissy: A cute rabbit with the same birthday as me? Yes please! I love how positive she is, and I always wanted a villager to celebrate my birthday with me.
Paula: In the old games, her name was Rachel, which is the name of one of my closest friends. Though I do like her clothes in the old games more, Paula is still plenty cute. And, I need a big sister for me AND my villagers.
Shep & Bones: They're cute dogs, with two of my favorite personality types. What more could I ask for?
Jeremiah: He's a cute little frog with a nice personality!

Mine came from just moving in. Some villagers I just really took a liking to (Looking at you Blanche and Marina)
 
Their appearances and personalities are a big key in mine.
I love cutesy and unique villagers!
 
I pick dreamies based on whether or not I like how they look. They don't even have to be super cute or anything! I love villagers that look more unique like Tabby or Rasher as long as they're not hideous (limberg)
 
My dreamies actually changed a lot since I first started, cause some that weren't on my dreamies ended up on there because I met them, I started with just aesthetically pleasing, but now if I like a villager, or like how villagers look together I keep them. That's why instead of wanting Whitney like originally planned, I now have Freya and Skye and I like their friendship and their contrasting colors. Super cute dream team. <3
 
I just looked through each personality and picked my favorite. I tend to be more biased towards squirrels, it seems.
 
Flora - Original in my town and I just loved her from the beginning
Poppy - ^
Wolfgang - ^ *him
Marina - I liked the name and she was cute
Skye - Saw her in my campsite and loved her
Cookie - Random move in and I loved her
Merengue - Thought she was adorable
Beau - Thought he was adorable
Portia - Thought she was adorable
Deirdre - Random move in and I loved her

Unfortunately only a few dreamies still remain in my town, most have moved away, but these were my original dreamies.
(Flora moved out of my first town but I loved her so much a bought a second cartridge to move her into and now I use that game a lot)
Nowadays I just let whoever's cute move in, some I want to keep, some come and go.
 
cranky and snooty villagers are my fave.
I have a lot of cranky wolves and snooty ones to. :)

I really just dislike most jock villagers.
they drive me nuts :<
 
I used to keep whatever the game would give me, but I decided to go for all the same species in my last two towns. I chose hamsters and dogs, because they are cute. Also I had never had any of them in my towns before.

One of my towns is full of villagers that the people giving them away hated. They were thrilled that they finally asked to leave. Some of the letters that these villagers show me from their old mayor are really mean.lol. The town is "Critters, " but I should have named it "Misfits".
