How do you keep your town under 10 villagers?

I've seen people on here say that they prefer to keep their town under 10 villagers at a time, and I would really like to do that too but I have no idea how? o: My villagers rarely ask to move out and when they do a new villager will plan to move in shortly after.

So is there some way of preventing new villagers from moving in that I don't know about? Or did I just get muddled and this isn't actually a thing that people do haha?
 
when a villager moves out keep it on that same day until you get the villager ur looking for?
 
Throw garbage everywhere and change your town into a complete dump. That'll keep them all out.
 
The way that is usually stated is, if you have 9 villagers, the 10th can only be via the camp site, an invite by you from another town (you ask a villager who is in boxes to move into your town) or a random move in from another town's void - either one you visit or from a player who visits you or via street pass.

So if you want to stay at 9 then you can't street pass (have to turn it off for this game) nor can you visit or be visited by another player - tho some say you can if you are sure that other town has a clear void (& I don't think you can be 100% sure).

Not easy, but can be done.

If you are at 8 villagers, the game will generate a villager (so all you can do is plot reset) or you could get a 9th from another town/streetpass.
I presume Nox is joking as what is suggested will not stop villager move ins.

Edit: I have 2 towns I am keeping at 9 in the hope of a villager I like via the campsite - I've said 'no' to a fair few campers.
I still streetpass locally - but I never get any, but its a risk I take.

Also, fast forward your town like 10 years later. Weeds will grow which will surely keep them out.
 
My town population is usually around 8 or 9. I rarely reach 10 and I'll normally let a villager leave if they ask me.
