It requires multiple pattern slots, each holding a bit of a picture at a time, then putting it all together. It's not really that difficult to do, but you can only do it well if you're an extremely good artist or you find qr codes for a mural like that and are willing to take up pattern slots to have it.
Programs exist that convert images into Animal Crossing patterns,
I used them in wild world, but since there was no way to move them to the DS I would just re create the image pixel by pixel.
I assume this new program would output QR codes
Very interesting, also I have a program that turns my iPhone's pictures to pixel like QR codes for AC:NL (QR MyDesign). I just don't see a mural option, how can I go about to do that?
I'm guessing you will need multiple characters in the town to have so many patterns? Is 10 active at a time per character correct?

This site converts images into AC patterns: http://app.nicofinder.net/tobimy/, and there's a thread around here somewhere that contains a downloadable app that will do it as well. And yup, you'll need multiple characters if you really want to go pattern-crazy.
