How do I unlock the Café as a PWP?

I've donated over 50 items to the museum, including at least one in each of the four categories. But Blathers still isn't talking to me about the museum gift shop or the caf?

You need to donate something everyday for apparently 14 days or something but it worked for me in like 4

The mayor needs to talk to Blathers each day until the 2nd floor gets unlocked. It's 14 days and you don't have to donate each time

My Spare Town already had 100 items donated. A month ago I made the town a real one and the mayor got a house. I still had to talk to him for 14 days after I got the permit. I'm now talking to him everyday for the Caf?. It's been a week and no Caf? request.
