How do I "Trade" Villagers?

You go to someone's town when a villager is in boxes. They'll lead you to the house, best to follow any rules they have. Once in the house you'll talk to the villager and a prompt will come up. They'll likely talk about how their moving and don't know where to go. When the prompt comes up you tell them to move to your town.
Once they've agreed, exit the house and tell the person that the villager agreed to move to your town.

In that case.. Is it possible for me to send villagers away as well through normal means? Because I have 9 villagers, and iirc the 10th is only chosen via that tent thing.
There's multiple ways to trigger a 10th villager.
The campsite PWP, as you know.
Amiibo cards.
Streetpass/picking up an "old villager" from visiting a friend's town.
And most importantly to you right now... by inviting one in another town who's moving.
Asking someone in another town to move in is one of the ways to get a 10th villager. The campsite is just the only real way to get a 10th without going online or using amiibo.
