How do I make those town pictures?

I see that everyone here has one at the bottom of their posts. Idk what their called but they have like pixel villagers with their residents and who they want along with their town name. How do I make them?

I'm not sure how you make them, but there are people on the site that make them for others. Usually if you click on someone's signature picture it has a link that takes you to the thread of whoever made it. I'm pretty sure mine, does, though it cost quite a few tbt for it!

You can find the sprites online http://welcometoathena.tumblr.com/post/54852487291/animal-crossing-sprites-masterpost This is a masterpost of ALL sprites you would ever need or want, and the Signatures are usually just the sprites put over the background, you can buy them from lots of people on this site who are more than happy to make you your own, like ashubii said, you can sometimes click on the picture and it'll take you to the shop it was bought at. It's in Japanese but you should be able to easily find the zip files and download the sprites you wanted. You can not only find villagers but also items there.

But if you don't make them yourself, as the people before me said, a lot of people in the Museum section of this forum are willing to make you one on request.
