How do i keep people from moving in VIA Streetpass?

I have been trying to get my dreamies and I'm in the process of buying one of my dreamies when my sister's moved out villager's plot is in my town! I keep getting her trash villagers!!!!! (I'm sure they are nice people but they have been tampered with and are not original) I am sick of it and i hate all the villagers she has. I never want them! Why do they keep coming to my town and how do i prevent them from coming to my town!?!? I am sick of getting her leftovers! It makes me so mad.

You can turn off streetpass for the game.

You turn off StreetPass. Go into your system settings, data management, StreetPass management, and remove ACNL.
Also don't WiFi with people that don't have an empty void.

Thank you, and there is nothing i can do if the plot is already down right? I can move it but not prevent the villager from moving in?

If you loaded up an already existing character you can't even move it. If you know a villager is going to move in, you can prevent it by keeping your game on the previous day so their plot doesn't appear and then adopt the villager you do want. They will overwrite the StreetPass move-in.
