How do I invite an amiibo villager?

My mom is trying to invite Peggy and she finally agreed to move. Peggy went to talk to tom nook, who told her that there's apparently too many people living on the island (she only has 6 villagers).

Is my mom meant to put a plot down before Peggy asks to move? Can she do it now even though Peggy is repeating that Nook said theres no space?
