How do I get villagers to move out??

I want to get some different villagers but everyone in my town rarely says they want to move. If they do say they want to move they normally say that they "will consider the decision before actually moving" and then they don't move out.

The only 100% effective way I know is Time Traveling. You travel two days forward and then back to the original time. Upon returning someone in your town (completely random, but at first it will be the townies with higher friendships, but eventually will cycle through your entire town) will run up to you with "!" above their heads and request to move.
