How do I get ten villagers in my town?

Hey guys, I have a question. I just reset my town over a week ago, and I only have eight people in my town. Do I have to do something special before I get ten people, or am I going crazy when I read that other people have ten villagers?

You have to ask a villager to move into your town. Your tenth villager won't be a random move in, I believe.

the only way to get a tenth villager is from someone's void, your campsite, or inviting a villager from another town. your ninth however can be a random move in! c:​

9 are random move ins and the 10th you need to get from your campsite or from a friends town

only through the camp site, from other players through inviting or streetpass.

Don't worry, 8 villagers in a town that's only just over a week old is perfectly normal. You can invite someone in now to be your 9th villager and then invite another person to be your 10th or wait for the last random move in and then invite someone in.
