How do I get a villager to move that changes his mind

I have a villager that asked to move . When I said "Go", he said, "Oh no ,I need to be a better friend." I exited without saving and started the game again. He pulled the same "I'm going to stay" nonsense. If I keep exiting and restarting will he eventually say yes to really moving?

Yes, it once took me 5 tries but she decided to move in the end. Or you could just ignore them until the day they said they'll move

Or else, quit without saving, ignore him since he will still move in the date he set~ Just the different is you didn't even talk to make him stay =x so yea he will leave!! be gone evil!
