Well I just asked my mother about one of the things I want him to stop, and she didn't listen to me either, so I guess I'm screwed

My mother and stepfather both act like children, so I know how you feel (ugh). Tell your stepfather that you make jokes because you feel comfortable enough around him to do so, and that if you had no interest in talking to him, then you wouldn't. Humor is great for bonding, and you might remind him of that.
