I picked up a new ACNL cartridge (my main town is a download) with the intention of getting into Cycling. How does one get started in this venture? I'd be glad to start providing some services for people soon, but I just can't find much specific information on how to run a cycling town.

And if you don't mind me asking a more specific question:
My intention right now is to get one of my dreamies as one of the original villagers of my cycling town and trade it into my maintown. I've been resetting for them for a while now. Is this a wise way to go about it? Once she shows up, what is the fastest way to get her into boxes, and does that protocol differ at all compared to post-original-9 villagers?

Also if this is a reasonable way to run a Cycling town, why don't people just reset their villages instead of time traveling and waiting for pings? Seems way faster to get 4-5 fresh ones at a time.

Have a look at this thread. I'd say that resetting your town for a villager is a decent way to go for looking for one villager, but if you're looking for a whole list of villagers then I'd stay with the same town. Fastest way is shown in the link I've given you, you don't have to wait for pings with this method either (Thread I linked will explain all). Good luck with cycling.

Thanks... this is a good technical intro to cycling. But as far as running a thread, can I get a little more on the social aspect? I see some terms being thrown around, like lurking , reserving, etc. Obviously I want to help people get their mid-priority dreamies as much as I can while selling/auctioning the high priority ones. So how does that work?

The thread says you can't keep or get rid of specific villagers, so how do you hold them? By just not cycling? So then is the guideline something like you'll do free reserves for ~1 hr and when you get an expensive villager, you just stop cycling until they're sold?

Lurkers usually are messaged when their dreamie is in boxes, you can have a lurker when a villager is in the town or not even in the town. It depends on who is cycling really, many usually reserve for twelve hours for a little bit extra tbt but then others will do it free.

That method is only for those who just want to speed cycle, and don't want to keep any villagers. If you want to keep a villager, then it's probably best to wait until someone pings and it takes more time. You say that you've got another town though, so you could cycle until you get a dreamie, then get someone to hold your villager for you. If you need someone held, then just ask around with the cyclers. I'm sure my friend, Selcouth would be happy to hold your dreamie if you were to get one though. Usually villagers tier three to five are kept fifteen to thirty minutes, then if no one wants them in the cycling thread in that time then they'll go to the void. Tier two villagers are usually held a bit longer, up to an hour. Tier one villagers are usually auctioned, you can see the full tier list here. If you've got any more questions, then don't be afraid to send me a message.

I made a guide here that tells you everything to know about cycling, including whether you want to keep villagers/give them to someone.
