For me was mainly looks, because you rarely visit their houses (well at least me), I also try to keep at least one of each personality for variety at my town.
What I did was looked at all the villagers on the wiki, and then I was deciding which ones i liked, and then I started making a list. A lot of my dreamies are tier 1, not because of popularity but because I like them, so dont just choose them because of what others think.

Mira - As a Sailor Moon fanboy, I could not resist this Venus inspired villager

Some of mine were based on looks, two of them just so happened to be starters, and I went "Why not?". And the other ones were based on how I had them/wanted them in CF.
I never really got my head around the whole 'dreamie' concept. A year on and I still haven't bought into it. I like meeting lots of different villagers as they move in and out. However, there are two villagers I really want(ed): Lobo (obtained) and Tia.
Lobo because he was one of my starter villagers in WW. I didn't care about my other villagers, but I always made sure to visit him and consistently talked him out of moving. 
Tia for incredibly vain reasons. She looks like a teapot, and my favourite drink is tea. Elephants are ADORABLE. And of course because her name is Tina in the Japanese version.

I found the cutest villagers, then I picked my favourite girl and boy villager for each personality from that list. Then I chose 4 girlies, and 4 boys from different personalities and made sure I didn't have more than 2 of an animal species. The last 2 I picked regardless of gender/species/personality, but just because I loved them so much!
Tangy- The first villager I ever met in Wild World! I thought she was really cute and I loved her. I talked to her every day and stole all her furniture and made a replica of her house in my house! She eventually gave me her picture. I also had her in my second Wild World town. Then I got her in my second and third New Leaf towns (the same Tangy because I got her held)!! And I LOVE her house and house exterior. Her house is probably one of the best in the whole game. But this morning my game corrupted and she died. RIP Tangy.
Whitney- She was a starter in my third Wild World town, the first one that didn't have Tangy. I was sad because I didn't have Tangy but Whitney was pretty cool! And I liked how she was in the movie. She always planted purple roses around her house and I would steal them (lol). I remember ordering 10 broken pillars from the catalog and giving them all to her. I'm on my fourth Wild World town (but I don't play) and I kept her picture. Also I got her in my first New Leaf town but I accidentally voided her so I reset. Then I got her in my second New Leaf town but I accidentally voided her so I reset.
Curly- Also a starter in my third Wild World town! He's really cute and I have no idea why he isn't more popular then he is. Why would anyone not like him? I had forgotten about his by the time I got New Leaf, but then he was a starter in my second New Leaf town!! I was so happy! Also there was another pig named Hugh and they always talked to each other and had the same catchphrases and everything and it was super cute. I also still have his picture in Wild World.
Bunnie- I named my first New Leaf town Bunnies and she greeted me at the train station! Gasp! When I had Wild World I really hated her because I thought she was super ugly. I was really wrong, because she's the cutest bunny ever. Since I never got Tangy in that town, she was my favorite villager. I guess she's technically not a dreamie because I don't absolutely need her in my town, but I still love her!
Bob- Bob is love. Bob is life.
I also like other villagers but they're not dreamies.

Same here except for Whitney. I totally fell in love with her in the movie. She was just too amazing heh.

Muffy- A gothic sheep? Yes! Her eyes may be a little trippy, but she has a gentle smile.
Diana- There are a lot of ugly snooties out there (Maelle, for example) but Diana captures everything a snooty needs, attitude, and to actually have a good design.
Julian- Unicorn, 'Nuff said.
Curt- I find him to be a very iconic cranky villager, his x mark on his head and the fact that he's a cranky bear/panda makes him cool.
Drago- I find him to be adorable, he pretty much a dragon, and he looks chubby to me, which supports his lazy personality.
Pippy- I've had her in my wild world and city folk town, and I find her to be cute, I like her coloring, squinty eyes, and freckles/whisker marks too.
Merengue- I have her in my town, and it became clear to me why she's top tier. She's cute, she had a food themed house and character design, and she has a whipped puff and strawberry for horns!
Kyle- Smug wolf, African wild dog colored, Garage-like house, I like everything about this dude.
Ken- He has a good design job, and he's a ninja chicken! a NINJA CHICKEN, that is just too cool.
Rowan- This guy shouldn't be tier 5, why have a cat when you can have a TIGER? I like his stripes and his island hut themed house, a nod back to when he was once an islander in the older games, in fact, in the first game, he was my islander! And he and Drago make up the Tiger Dragon Duo.

I don't have a lot of "dreamies", there's just a few villagers I really want, but I'm flexible about the rest since I like variety and ended up finding villagers I really liked just by chance, without even having considered them before they came to my town.

Francine: After seeing her picture I fell in love with her lol. I love her design so much, but that time I never thought that I would love her this much.. xD

Marshal: Adorable male squirrel. I have a squirrel fetish and he's totally the cutest ever.

Marshal: I basically like everything about this little guy! Firstly, he's a squirrel, my favorite animal crossing species. I also really like his colors, and his expression. Also, his shirt is really cute. His house is full of sloppy furniture, and he's really sweet, funny, and generally laid back. Most smug villagers are like this, but I think Marshal takes it a little further for me.
Mint: I had Mint in my Wild World town as a kid, and at first I hated her. She was always exceptionally rude to me, but after a while she grew on me once we became better friends. Now, she's absolutely lovely! She's never really been rude or snotty to me, even though she is a snooty villager. Plus, I love mint chocolate chip ice cream, so... yeah, hehehe. And, just like Marshal, she's a squirrel so I automatically like her more than I might like other villagers!
Static: What can I say? A cranky personality wrapped up in a cute little purple package! Once again, he's a squirrel. Just like Marshal, I like his expression. I can't say I'm a fan of his clothing or his house, but those don't matter that much to me to begin with, so I'm not going to complain!
Jacques: I'm a total sucker for the French and French cultural references, what can I say? This guy screams French to me... his catchphrase is even "zut allors"' which basically translates to "darn so"! His cute hat and goatee are just too precious! Even though he's smug, he doesn't always seem like he is... he's more laid back than Marshal, usually.
Blanche: I think she's really pretty! Although to be honest, she's not the nicest to me. She's a snooty, so she often brags about herself as much as possible and talks me down as well. I still like her regardless, though! I can't wait to become better friends with her so she'll start to be nicer, hopefully.
Wendy and Vesta: I love sheep villagers! These two are my favorite sheep villagers, so that's why I want them.
Shep: He's an absolutely adorable sheepdog villager... he makes me think of Hawaii surfer dudes, which reminds me of my cousin because he lives in Hawaii and he surfs as much as humanly possible! Shaggy hair is super cute on villagers IMO.

1. The first is a random assortment of animals that I might want like (Stiches, Zucker, Marina, Tia, Ribbot, etc)
2. 9 specific rabbits I want for a bunny town (I have MIra & Chrissy so far)
I just get whoever shows up in my campsite first. I only have 1 town so it sucks getting a cool villager thata a non-rabbit dreamie becuase it just further delays my all bunny town lol

Most of them are villagers I had in my GC town that I really liked, such as Tom and Bob. Others I just like the design of, like Kyle! Personalities don't really factor into it much, but I prefer the male personalities more. Houses don't matter to me at all, they're just a nice bonus.
