You can't have a smug or an uchi as a starter. Not sure what the reason is, but they are the two new personalities that Nintendo added to the game. So maybe they're considered "special" and Nintendo didn't want them as starters like all the others? Who knows

With that being the case, it's really weird how smugs are the ones with the "oh right, now I remember, we forced you to become mayor" line... how could they remember that if they weren't even there? XD
because the player is just part of a great scheme... you know... the adorable little raccooon...

Paula was a Starter in NewLeaf despite leaving suddenly.
Smug villagers might learned of that issue through other villagers.
They'll say "we" since they are still residents as well.
