How can i open .mp4 and .mov files?

Hiya,
Im trying to make .mp4+.mov files work and my laptop wont let me, I've tried opening the file using Internet explorer but it just makes it re-download it. How can I open theese files on my laptop for viewing? And idk the version or what Intel core thingy it has. All i know is its about 5ish years old.
Also I've tried PowerDVD but its out of date BADLY so it wont work anything. Same with my Window Media Player (i dont think i have downloaded the weird thingy to make videos work yet)

So can people give help and post links for downloads?

buy a mac. (recomended option)
get vlc
or get quicktime, quicktime is sexier than vlc, so go get it!
