How Can I Keep Moving-In Villagers Out?

I am trying to get one of my all-time favorite villagers to move in from the campsite, but there are already 8 villagers in my town plus a campsite, and a different villager is moving in. Is there anything I can do to make sure the campsite villager moves in, or is it a lost cause? If it could help, I would even time travel, although I don't like to. I would REALLY like having this villager. Thanks!
 
You can have 10 villagers. You said you have 8 and I guess you are expecting someone else to move in so 9. The villager in the campsite would make 10. Keep talking to the camper until they offer to move in. Then you have to beat them at a game and you might lose an item or two in the process so keep your valuables off your body.

That's not true :) You can have ten villagers plus a campsite. So 11 all together.
 
Does the campsite only count if there is a villager in it?

the campsite doesn't count in the 10 villager limit at all, it's entirely its own thing. villagers can still come camp if there are 10 villagers in your town, but you won't be able to convince them to move in permanently.
 
Follow-up question, the campsite villager didnt move in today, does it take a day or two for them to move in? And by move in, I mean the outline of the house.

It takes a few days. I think the camper I had move in took three to actually put up the "outline" for her house.
