How can I get perfect town?

I've been trying for awhile now to get this any tips? I think I reached the milestones to get it I have 75 flowers at least and 10 pwp theres nothing on my grounds. Yet the towns people still calll the town dirty..
 
I think you need at least 110-200 trees and flowers EVERYWHERE at least for me. also pick all the weeds and dig up everything and make sure nothing is on or in the ground.
 
That means you have too much stuff on the ground (EDIT: things that shouldn't be there, as mentioned above). Things that can't be on the ground include bunched up fruits. I learned that today. I couldn't understand what what giving me that message, as I thought I had very few things on the ground, but when I removed the baskets of fruit, I got the normal message that I needed more PWPs.
 
ahh Me and a friend just went over town picking up and selling everything we could find on the ground :O but I will search again.
 
I planted about 200 trees, and have around 100 flowers planted everywhere. Nothing on the ground, and beauty ordinance.
Idk how long it's been perfect, but I checked yesterday and it is officially perfect c:
 
How do 110 trees even fit in that small town?

Plant a ton of palm trees on the beach and have mini forests with trees planted a close together as they can be.

I like the other games' acre method better because that meant the more flowers you have, the less trees you need.
 
This is how I did it. 11 kinds of fruit total. (Plus normal saplings/pine trees). I planted 20+ Fruit trees per fruit, so I have a total of about 250 trees. I just sectioned off where I was going to put the different kinds of fruit. As for flowers, they're just everywhere o_o Pick your weeds everyday, don't leave things on the ground, and make lots and lots of town projects. o: Perfect town!
 
omg, I got a perfect town by surprise. I didn't really plant trees, and I don't think I have more than 100. I have a ton of flowers though...
