How bad does town have to be to fish for garbage?

Hi, I was wondering how messy your town has to be before you start finding trash instead of fish when fishing? Can you tell by Isabell's citizen satisfaction level? I never found trash even when my town had items all over the ground for several weeks. I thought it would be fun to go trash fishing and I was going to pay another player but...I don't want to waste her time if her town isn't trashy enough. lol

nah, its mostly random, no matter how dirty/clean your town is. I usually find trash in ponds though.

lol. Random is bad. I have the gold fishing medal and I've never seen trash. I'm jealous.

lol. Just for a change. I have a sloppy room in my house that I like to have trash strewn around . I have the lost items in it. I actually have the trash in there too. lmao. I paid for the can ,tire and boot. The mystery sack and some mushrooms are on the floor too.

yeah I usually found trash in the ponds or near my waterfall. They appear as medium sized fish. I dont think trash appears under the beautiful town ordinance because I havent seen any since I activated it

Yeah, you don't find trash at all if you use beautiful town.
