Besides the normal way I mean

iirc silver axes have the best chances of giving them, regular axes have the worst

Silver axes are 100% guaranteed to create the special stumps. The regular and golden axe are just random.

If you want to make your silver axe last longer - and assuming you have a golden axe - use the golden axe for the first two chops and switch to the silver axe for the last chop.
