What do Hijab wearing Animal Crossing Mayors wear? (Surely there are some!) Maybe the baby bonnet?

And as for the outfit since the hats are probably too small, you can add the little scarf like part on top of the shirt/dress

the red riding hood covers everything, so prob that.

The ninja hood is blue/navy blue and has a pretty design at the forehead. That and the red hood are the only two I can think of.
