I've heard of trading villagers for money, but how do you trade villager for villager safely? Without TT?

I don't believe there's a way to do it without Time Traveling. It would be an extremely long process if you did, because you'd have to wait in actual time to get the specific villagers to move, and that could be weeks. v-v
