Do NOT use the 2 days forward, 2 days back method. You're highly likely to lose the wrong person.
If you TT, I recommend making a new char, and not greeting him for a month. During this time, make sure all chars ignore him/her. Then greet him on all chars who you haven't yet and he has a high chance of pinging, because you ignored him for so long.
I did this with Diana, because I'm giving her away. Didn't greet her for a complete month and then as soon as I did, she pinged as soon as I exited the conversation and asked to move.
Another thing you can do is buy them a LOT of presents, talk to them 10-15 times a day, and send 1-5 letters a day.
Keep in mind they will only ask to move if you have at least 9 villagers, and have an extremely high chance of asking if you have 10.
