Organizing flowers all cute and perfect has never been my strong suit. Any ideas, coming from what you do or have seen? I don't know whether to line the paths with them, or have a special spot. Just around pwps maybe...?
Typically I will just pick a color and use flowers of that color wherever I do not intend on walking.
I try to make it so that the same flower type is not touching. It has a controlled look while also being somewhat natural.
What I care when I do it is the combination of flower(s), fruit tree type and the season. Even if it's not special rare flowers or not so many flowers, if the combination goes well, it looks pretty imo.

I like to put flowers around buildings, around PWPs, and along pathways. Then, I branch out from there and fill in areas that look too empty.
I think it looks nice to alternate flowers with bushes and trees, too, especially along paths. Since you can only plant up to 12 bushes/trees in a row, alternating flowers in between every other bush or tree means you don't end up with those awkward dead places.
I think red roses would look very nice paired with holly bushes, cedar trees, and any red fruit trees.

I agree with this! For example, putting two cosmos next to each other doesn’t feel as “full” for some reason? But putting cosmos next to a pansy or rose for example, balances it out nicely! For colour schemes I like to think about what other surrounding fruit trees or bushes can go next to it. In my second town I have two colour schemes. In one area my bushes are blue hydrangeas (deep green/blue bushes) so I pair them with a combination of blue/purple flowers and some Jacob ladders. In another area I have pink hydrangeas and I use the same flowers but instead pink/purple flowers. You can also try out complementary colours like blues and oranges. Olive starts look so nice with blues paired against it! I like to line my paths and surrounding my buildings with a border of 1-flower. For more natural areas I spread them out in a random pattern.
I used to just pick a flower that fit the area, so I had yellow cosmos around my lemon trees. I like what was previously said, that no two flowers of the same type are touching. I look on Pinterest and Tumblr a lot for inspiration for town designs, along with looking through dream towns. I found a really cute pattern where there's a path that's zig-zagged with a stone pattern and clovers, lined with trees and a mix of different types of flowers with similar colours.

Another thing is to GET THE BEAUTY ORDINANCE. The good thing about ordinances is that you can change them (for a small fee of course...) but it will help out A LOT! Trust me, I left the game for around a week with the beauty ordinance. 3-4 flowers planted and came back to a huge block of white, red, and yellow cosmos. Pretty neat.
I line up my flowers in rows with either two to three different colors. The rows are mostly around the paths, while the public works projects I do the same thing, two to three different colors around them. Once all my paths are in and all the public works projects are in and the villager houses are place nicely, I just fill in the empty spaces with different flowers. I love having a town full of flowers, but I do leave a few spots open for if I want to catch the scorpion and tarantula for bells or for fossils to pop up.
I always leave hybrid flowers surrounding all houses of the villagers and myself. It gives them some charm along with a few bushes. Just saying but I made a French flag beside Jacques' house composed entirely of blue, red, and white roses. Now that I think about it, why not try to make country flags with flowers?
