Help Please!~Where do I start placing paths in my town?

I think I just started from my house and just went on from there... you could also try to plan it all outside of the game first if you make up one of these things: http://i.imgur.com/0KQYRDI.jpg
Im So Confused By That 0.o my problem is that i dont have an axe/silver/gold axe and i dont know what path to chose (and of course that i dont know where to start)

what I did when I started my path is that I started from my train station and worked from there.
Although, I have changed/removed big parts of my path because villagers moving in/out and adding/demolishing PWPs
if I were you, I would try to have a very good understanding of what you're going to do before you start or else you'll end up stuck with all of this work done that you'll realize you don't like/was ruined by a new villager moving in/is now not working for you anymore.

Agree, and you can always place you projects near enough to your paths so new villagers can't move on them. And place your hybrids near your projects so they don't erase them, too!

I had put two pwps in my exotic orchard so nobody could move in there 
lol but beside the point: I'm actually in the middle of doing mine right now for the first time, so I understand your frustration and confusion. I first covered the area right in front of my Train Station (yknow, the rocked area that you can't plant on) Then my police station is right near it and there just happened to be a straight line from the train station to beside the police station. Then I put some path in front of my house, even though it has yet to connect anywhere. It's a slow, difficult process. I'm in the middle of organizing my flowers as well. I just updated my dream town so come see what I mean. It's all half done, but I've covered all the rock/unplantable areas with path and slowly made connections since.

i did with ceres did....train station to retail/bridges/mayor's house, but i mainly follow the shape of my town layout too bordering the river and the edges. then i'll kind of put a few that go straight through empty space so i can run across.
This is a good database for path QR codes. You could always try making them yourself too!
