You're better off just buying the ABD from someone than spending a ton of time transferring bells unless you really want the bell saving badge.

Can I use the bells I saved for trying to get the badge? Example: I have 90,000,000 bells and I use all of it. Then someone gives me 10,000,000 afterward, do I get the badge?

Yes, you have to have 100,000,000 in your bank all at one time. Otherwise, I definitely would have had this badge already...
