Help Landscaping

Hey! I just created my town recently and I’m stuck...
I want to create a forest themed town but I’m stuck on where to start- Should I work on getting all the highest upgraded shops on main street (I would TT) or should I cut down all the trees and start placing designs where I plan to put stuff and work on something else before that? I had the idea of placing custom designs everywhere except the plots I want my dreamies to move in and then move them in with their amiibo card...forcing out other villagers in my town. I just don’t know where to start...

I think it may be best to upgrade all my shops so that I don’t TT to do it in the future and mess up stuff I’d been working on. But I still don’t know! Any help would be much appreciated! Thankyou!

I do like the idea of upgrading all the shops, so things don't get messed up later. And I also think this is a really cool concept btw.
 
The idea of upgrading your shops first seems good.
If you ever get sick of time traveling, you could always just do both at the same time through casually playing, then only put down tiles and landscape only when you'd like to. My reason suggesting this is that you won't as easily get burned out on working on your town. I had this problem often, so I don't know if it's the same for others.

If you're unsure of your landscaping right away, at least plotting patterns down so that villagers don't end up in any bad spots is good.
 
Since time traveling can lead to mistakes like losing flowers or villagers, if you want to time travel to open up all the shops, I would definitely do that first. You can still work on planning out your town while you're doing that, but I wouldn't suggest going out of your way to get your dreamies moved in or do any major landscaping until you're ready to slow down a bit.

I would also suggest planning out your town to some extent, figuring out where your paths will go and things like that, to help you determine the best spaces for your dreamies to plot. In the meantime, protect the areas you definitely don't want villagers to plot by laying down patterns.

Then, once your villagers are in place, you can really go to town on your landscaping. I find it easier to work on that when I can see what it will look like with the buildings and PWPs in place already. I'm just a very visual person, though.
