Help! Japanese to english system language change?

Hi there..
Long story short; I hate the size and color of my current 3DS, so I'm strongly considering getting a 3DS console in the Happy Home Designer special edition on eBay.
My problem is: all the consoles are in japanese, and I don't speak any japanese whatsoever.
So my question is; would it be possible to change the entire system's language from japanese to english, and would it change the language of the game as well?

No, you can't change the system language. I used to have a Japanese new nintendo 3ds and it was all in Japanese. Some JP games like recent year's Pok?mon are playable in English though along with some Phoenix Wright games iirc.

Regarding games, they are region locked so you can't play an English copy on a Japanese system (or vice versa).
