I got mine from Reese, and Cyrus also has it. They don't have them displayed in their RV, but they are in the list of furniture once you click "Order furniture".

EDIT: it's the same case with Blathers. Check his RV again, but look in the list of furniture like I mentioned above.

K.K Slider will give you the WiiU and the New 3DSXL. K.K. Slider face is on it.
Other players have got one from Isabelle. Not sure what hers looks like.
I think most of the amiibos give both. I've seen them in Celeste RV.

Just click on the furniture list. One is at the very bottom of the list.

Oh is there a difference between the "New Nintendo 3DS" and "New 3DS- XL"? If so, I wasn't aware there was an XL version in the game as well. Reese, Cyprus, and Blathers all have the "New Nintendo 3DS" but not the "New 3DS - XL".

Click Order furniture on the bottom screen, and the 3ds should be there for Blathers' RV, not sure if it will work though

It's was a New 3DS normal when I click the order fourniture :s
