I saw a video of someone playing ACNL and he had a heart tab on the X menu. Is that for Streetpass or something?

The heart tab, if you're talking about the one on the touch screen part thingy..
is a menu for bestfriends! You use that menu to talk to them when you & them are online!

+ you have to register them as a bestfriend, and they have to also register you for the bestfriend system to work..

Yep, not to mention you can open the gate only for best friends.
