I'm asking this because one of my villagers Cashmere (Yes, I'm keeping her) has asked to move out yesterday, I ignored her for the rest of that day until she had no thought bubble and was safe to talk to.

Now, the next day it didn't cycle to nobody else and she still has the move-out thought bubble. I'm getting concerned.

Is this changed, or was it always like this and I'm living under a rock?
 
I think that's a glitch as the thought bubble is supposed to disappear then move to another villager. Nintendo could have changed it, but that's how i thought it worked
 
If it stays on the same villager the next day they might have changed it.

Of course I probably talked to her which caused her to keep the thought bubble, so I won’t today.

talking to them won’t cause them to keep the the thought bubble, don’t worry. (Plus it is an easy way to be sure it is the move out bubble not a normal villager ping one).

Like @KayDee said, because it is random, there is always a chance of it landing on the same villager two days in a row. Since you have only 9 villager it can land on, it is not uncommon!
