Well the legendaries I saw like Groudon, Rayquaza, and Arceus, their sprite size was equal to that of four trainer sprites side by side and on top of each other in the shape of a box.

Haha no, Onix stopped being the biggest after the FIRST generation with the introduction of bigger pokemon (like legendaries), Wailord however is the biggest Pokemon ever, being a whale and all, he is like 1000000X bigger than the trainer.
