Hardest to Move Out Newest Villager?

Basically what the title says, I found Rosie for a friend in my 10th plot and TT for 3 days straight and couldn't get her to ping until I got a campsite villager and moved out someone else (making her the second newest villager). Now to replace Rosie, I found Audie who is my sister's dreamie and I can't for the life of me get her to ping after hours of TT.

Has this happened to anyone else? Does the newest villager ever ping? I know it's supposed to be random, but after 2 of my newest villagers refusing to ping one after the other I'm sort of doubting the RNG...

Sometimes it just takes hours to get the one villager you want to leave to ask. Even if you are only TT and looking for someone to leave.

To me it feels truly random, which may be why it is so frustrating.
