Happy Home Showcase Question

Lately, I have been noticing that something is not working right. I keep seeing the blue circle in the game's icon, but when I go to Digby, not a single house is there or being built. I have StreetPass On, as everything is on. The only thing I am seeing different now, is that when I go to the up the stairs, my games saves. It never did that in my old town. (I did a reset) In my old town, I went right up the stairs and I don't recall saving and now in my new town, I have to save before doing it? And nothing will show up, no person, no house. Just me and Digby.

So overall:
Getting Streetpass Signal for ACNL
Games automatically saves for Happy Home Showcase, after talking to Digby to go up the stairs.
No House/Person shows up
Streetpass is on.
This is my second town, and I only have 1 digital copy. No physical.

So did I do anything wrong, or what do I have to do in order to fix it?

You know, I was wondering about this too and I'm pretty sure it just means you have friends online who are currently playing new leaf.
(as for the saving, i could have sworn it always did that?)

The blue circle means spotpass, not streetpass. Spotpass is the internet beaming down Nintendo-related things to your game / DS. Have you picked up your monthly "gift" from the post office?

Mmm.. maybe I just don't remember it.
But I just thought the Blue Signal thing was just for Streetpasses?

Edit: Now it's gone, I'm not sure what even happened.

Anyways, thanks for the help! (Although some may be for me not remembering some stuff XD or confusions.)

I thought the blue notification was for both -- actually, I'm certain it is.

But Nintendo sent a mail out with a Clay Furnace in it for everyone, so if you haven't gotten that, that's why it's there.
