Happy Home Paradise Missing?

So i previously had Happy Home Paradise before i restarted my island. After i restarted, i dont have the option to go to work there anymore. is it completely gone? i checked on Nintendo e-shop and it just says i already purchased it and wont give me any options to remove or redownload or anything. how do i get it back??

If you restarted, proceed through the game as usual.

The Resident Services must be upgraded, you must have a house (not a tent), and finish Tom Nook's DIY workshops. Once completed, wait until the following day.
