The hagoita has been finally released for European users. :3
How to get your hagoita:
Go to a Nintendo Zone (or set one up)
Connect to the Nintendo Zone with your 3DS
Start up Animal Crossing New Leaf
Go to the post office and ask about a present

As long as you have multiple characters, you can recieve multiple.
Please consider selling!
